Building & Zoning Permits
Brighton Township has been a zoned community for over forty (40) years. Zoning
not only specifies what uses are permitted on property within the Township, it provides
specific regulations under which those uses can be conducted. Brighton Township's
Zoning Ordinance also requires property owners to secure a building and zoning permit
prior to the erection, addition or alteration of any building or portion thereof. A zoning
permit is also to be secured prior to the change of use of any building or land. Minor
repairs to a building, such as siding, a new roof or windows, do not require a building
permit. Please call the Township at (724) 774-4800 to ask if you need a building permit
for the work you are planning.
The Board of Supervisors has adopted the 2000 International Construction Code,
which became effective July 1, 2002. This code applies to building permits within Brighton
Township. Construction has to be in conformance with the code. This action was taken
to implement the new Statewide Building Code, Act 45 of 1999, The Pennsylvania
Construction Code Act.
Confirmation of code compliance will be by site inspections by certified building inspection officers. The Township has contracted with the Middle Department Inspection Agency
(MDIA) to perform plan reviews and inspection services. MDIA will also issue final
occupancy permits. Applicants for building permits will be required to submit documentation
with the application that the proposed construction complies with code. These codes
apply to general construction, plumbing, electrical and HVAC/Mechanical.
Due to the adoption of the International Building Code please allow more time for the
processing and review of you permit application if you are planning a construction project
this year.

Brighton Township is primarily a residential community, and most of the permits issued
are for single family home construction, additions or accessory uses. The following table
lists the basic requirements for single family home zoning compliance. This is a summary
table and does not represent the entire ordinance regulations. Numerous other uses and

Permit Application
Building and zoning permit applications, when fully complete, are normally
reviewed, approved and issued within seven (7) days. More frequently,
they are prepared in a much shorter period, depending upon the nature of
the permit application. Applications for new homes or additions may also need one or
more of the following permits:

Plumbing Permit
HVAC/Mechanical Permit
Public Water Connection - Brighton Township Municipal Authority.
Public Sewer Permit - Brighton Township Sewage Authority.
On-Lot Sewage Permit - Brighton Township.
Driveway Permit for Township Street - Brighton Township.
Driveway Permit for State Road - PA Department of Transportation.
Please contact the Township Office to discuss your permit needs. Building permit
applications are to be accompanied by plans, drawn to scale, showing the actual
shape and dimensions of the lot to be built upon and the exact size and location of
any building. Remember, the better the information supplied with the permit, the
quicker it can be reviewed and acted upon. Your assistance does make a difference.

Board Adopts 2007 Update to Comprehensive Plan
Following a public hearing conducted on November 13th, the Board of Supervisors adopted the Comprehensive Plan 2007 Update that was prepared by the Planning Commission. The Plan is an update to the 1999 Brighton Township Comprehensive
Plan. The Commission prepared the update over a two-year period. The project was initiated when it was recognized that a great deal had happened in the community since
the Comprehensive Plan was adopted in July 1999. The Comprehensive Plan is the Township’s most important long-range planning document.
As reported in prior newsletters, the 2007 Update provides a summary of changes that have occurred in the Township since July 1999 in land use, ordinances and codes, population, parks & recreation and other key areas. The summary includes a list of accomplishments that identify how recommendations of the prior plan have been, or are currently being implemented. The visions and goals, and other key points, of the 1999 Plan were reviewed to determine if they are still valid. During the preparation of the 2007 Update, the Commission identified new goals, visions and strategies for action. Part of
this process included two Community-wide Public Meetings to solicit input and ideas,
and a joint meeting with the Parks and Recreation Board to specifically focus park, recreation and open space needs. A future land use map is used as a graphic illustration
of the Township’s vision and goals with respect to land use.
As it did with the 1999 Plan, the Planning Commission will continue to review the goals
and recommendations of the Plan as blueprint for future projects and actions.
