        Brighton Township Planning Commission members are appointed by the
        Board of Supervisors and serve four (4) year terms.  The Commission acts
        as an advisory body to the Board of Supervisors.  The Commission reviews
        all subdivision, land development and conditional use applications prior to
        review and action by the Board of Supervisors.  The Commission regularly
        reviews the Township's zoning, subdivision and land development codes for
        amendments and updates.  Most recently, the Commission prepared an
        updated Township Comprehensive Plan in cooperation with a comprehensive
        plan steering committee.

        Meetings are held on the first (1st) Monday of every month at 7:30 p.m. in
        the Municipal Building, 1300 Brighton Road. Please call the Township office
        at (724) 774-4803 to confirm meeting dates and times as they are subject to
        change. Applications for plan review must be submitted a minimum of fifteen
        (15) days prior to the Commission meeting to be placed upon the agenda.

        All meetings are open to the public.  All are invited to attend as we plan for
        our community.

Township Demonstrates Compliance with
MS4 Program
NPDES Storm Water Permit

Brighton Township submits an Annual Report to the Department of Environmental Protection for completion of the specified program requirements for the NPDES Storm Water permitting cycle.  These requirements are part of the Municipal Separate Storm Sewer System (MS4). The goal of the MS4 program is to reduce the discharge of pollutants in order to protect water quality.  The Township will continue to implement requirements of the MS4 program to protect water resources in the community.  Among other things, the Township does are: 

  • Distributes public education material to the residents and other applicable groups. This includes the When It Rains, It Drains brochure mailed as part of the Township newsletter annually. 
  • Conducts a public education meeting on the MS4 program and the Township’s implementation efforts at least one time per year.
  • Participate in the placement of a stormwater display advertisement in the Beaver County Times newspaper organized by the Beaver County Planning Commission for multi-municipal participants as a cost-sharing method.
  • Inspect a minimum of 25% of the Township’s permitted storm water outfalls annually for illicit discharges.
  • The Township has adopted and enforces all provisions of the PA DEP’s model storm water ordinance.  Engineering review and approval of storm water management plans are required prior to approval of new developments. 
  • Enforce Township ordinances by reviewing erosion and sediment control plans.  The Township has also executed a Memorandum of Understanding with the Beaver County Conservation District for review and enforcement of erosion and sediment control measures.  

You can help too.  Remember that water that goes into a storm sewer eventually drains to a stream.  Please:

  1. Monitor storm sewer inlets near your property.  No one should be dumping anything into the storm sewer system.  Contact the Police Department immediately if you witness illegal dumping.
  2. Clean up after your pets and dispose of their waste properly.
  3. Use fertilizers properly and efficiently to prevent excess runoff.
  4. Properly store materials that could contaminate water supply.
  5. Report any chemical spills.

The Zoning Hearing Board is comprised of five (5) residents of the
           Township appointed by the Board of Supervisors to five (5) year terms.
           The Board may also appoint up to three (3) residents of the Township to
           serve as alternate members.  The Township has appointed one (1)
           alternate. Among other responsibilities, the Zoning Hearing Board:

  • Hears and decides on appeals from any order or decision of the Zoning
    Officer in the administration of the zoning ordinance.
     
  • Hears and decides on requests for Special Exceptions where the zoning
    ordinance specifies special exceptions may be granted.
     
  • Hears request for variances from the provisions of the zoning ordinance.

    Meetings are held as needed upon application to the ZHB.  A hearing is scheduled
    within sixty (60) days of receipt of an application, with a decision rendered within

    forty-five (45) days after the last hearing.

    Building & Zoning Permits
    Brighton Township has been a zoned community for over forty (40) years. Zoning
    not only specifies what uses are permitted on property within the Township, it provides
    specific regulations under which those uses can be conducted. Brighton Township's
    Zoning Ordinance also requires property owners to secure a building and zoning permit
    prior to the erection, addition or alteration of any building or portion thereof. A zoning
    permit is also to be secured prior to the change of use of any building or land. Minor
    repairs to a building, such as siding, a new roof or windows, do not require a building
    permit. Please call the Township at (724) 774-4800 to ask if you need a building permit
    for the work you are planning.

    The Board of Supervisors has adopted the 2000 International Construction Code,
    which became effective July 1, 2002. This code applies to building permits within Brighton
    Township. Construction has to be in conformance with the code. This action was taken
    to implement the new Statewide Building Code, Act 45 of 1999, The Pennsylvania
    Construction Code Act.

    Confirmation of code compliance will be by site inspections by certified building inspection officers. The Township has contracted with the Middle Department Inspection Agency
    (MDIA) to perform plan reviews and inspection services. MDIA will also issue final
    occupancy permits. Applicants for building permits will be required to submit documentation
    with the application that the proposed construction complies with code. These codes
    apply to general construction, plumbing, electrical and HVAC/Mechanical.

    Due to the adoption of the International Building Code please allow more time for the
    processing and review of you permit application if you are planning a construction project
    this year.

    Brighton Township is primarily a residential community, and most of the permits issued
    are for single family home construction, additions or accessory uses. The following table

    Permit Application

    Building and zoning permit applications, when fully complete, are normally
    reviewed, approved and issued within seven (7) days. More frequently,
    they are prepared in a much shorter period, depending upon the nature of
    the permit application. Applications for new homes or additions may also need one or
    more of the following permits:

    Please contact the Township Office to discuss your permit needs. Building permit
    applications are to be accompanied by plans, drawn to scale, showing the actual
    shape and dimensions of the lot to be built upon and the exact size and location of
    any building. Remember, the better the information supplied with the permit, the
    quicker it can be reviewed and acted upon. Your assistance does make a difference.

    Board Adopts 2007 Update to Comprehensive Plan

    Following a public hearing conducted on November 13th, the Board of Supervisors adopted the Comprehensive Plan 2007 Update that was prepared by the Planning Commission.  The Plan is an update to the 1999 Brighton Township Comprehensive
    Plan.  The Commission prepared the update over a two-year period.  The project was initiated when it was recognized that a great deal had happened in the community since
    the Comprehensive Plan was adopted in July 1999.  The Comprehensive Plan is the Township’s most important long-range planning document.

    As reported in prior newsletters, the 2007 Update provides a summary of changes that have occurred in the Township since July 1999 in land use, ordinances and codes, population, parks & recreation and other key areas.  The summary includes a list of accomplishments that identify how recommendations of the prior plan have been, or are currently being implemented.   The visions and goals, and other key points, of the 1999 Plan were reviewed to determine if they are still valid.  During the preparation of the 2007 Update, the Commission identified new goals, visions and strategies for action.  Part of
    this process included two Community-wide Public Meetings to solicit input and ideas,
    and a joint meeting with the Parks and Recreation Board to specifically focus park, recreation and open space needs.  A future land use map is used as a graphic illustration
    of the Township’s vision and goals with respect to land use. 

    As it did with the 1999 Plan, the Planning Commission will continue to review the goals
    and recommendations of the Plan as blueprint for future projects and actions.
