    Waste disposal companies under contract with Brighton Township are:

    Brighton Township has contracted for curbside collection of refuse and recycling with the above hauler through the competitive bid process. The contract award is for a minimum three-year period effective July 1, 2005, with options for years four and five. Program highlights are:

    1.      Flat Rate Program – Refuse and recycling collection will be subject to a flat rate billed quarterly by the hauler directly to the customer. The volume of refuse will not determine rates. There are items excluded from the pick-up and these items are detailed below.

    RATES:   Year 3 (January 1, 2008 –  June 30, 2008) $9.35 month – Curb Service

    Billings are quarterly and will be sent approximately 30 days in advance of the quarter.
    All items should be at the curb for collection by 6:00 A.M.

    Cost Adjustment Items:  During the term of this contract the rate per quarter per residential unit can be adjusted for fuel cost adjustments on a semi-annual (6-month) basis or if there is an escalation in the tipping fees charged by the landfill(s) utilized by the contracted haulers.

     

    2. Backyard/At Door Service: There is an extra charge of $2.00 per month for Backyard/At Door Service. This service is specifically designed for handicapped persons or persons who by reason of age are unable to place their garbage at the curb for collection. The above items may be stored not more than one hundred and fifty (150) feet from the curb, or where there is no curb, this definition refers to the edge of the traveled roadway. Items defined as Bulky Waste do not qualify for Backyard/At Door Service and shall be placed at the curbside for collection. Collection by this service shall be limited to two (2) tied bags and one (1) recycling container. Other persons desiring any type of additional service beyond the scope of the Contract may negotiate arrangements with the Contractor separate from the Township’s Contract.

    3. Cost Adjustment Items: During the term of this contract the rate per quarter per residential unit will be subject to fuel cost adjustments on a semi-annual (6-month) basis starting January 1, 2006. The fuel cost increases/decreases shall be determined by the Township in accordance with an established formula.

    Rates will also be subject to change if there is an escalation in the tipping fees charged by the landfill(s) utilized by the contracted haulers.

    4. Mandatory Participation – Each residential unit will be required to participate in the contracted refuse and recycling collection program. Brighton Township is mandated by State law to provide curbside collection of recyclables to each residential unit. Township ordinance will also require mandatory participation in these programs.

    The Township may authorize the discontinuance of service for a residential unit when the owner or occupant can provide documentation to the Township’s satisfaction that they have an approved method of refuse disposal and recycling as a result of owning their own business establishment where they dispose of their refuse and recycle by other means. Application for discontinuance must be made by written letter to the Board of Supervisors and be accompanied by sufficient documentation of a contract for service at an owned business location. It is the intent of the Township to be very selective in approving such requests. Requests for exclusion must be submitted no later than June 1st of each year to be excluded from contract years beginning July 1st.

    5. Excluded Items – Contract specifications require the successful bidder to collect rubbish and other bulky waste. However, there are items excluded from collection. Following is a list of items excluded from curbside collection as part of the contract. However, this list should not be considered as a final complete list, as there is always the chance that an unforeseen circumstance or item has not been considered. Refuse should be placed for collection in bags not exceeding 40 pounds or 40 gallons in size.

    Excluded items are: Tires, Yard Waste, Christmas Trees, Construction Debris, Vehicle Parts or Batteries, Paints, Liquids or Fluids and Hazardous Wastes. Loose debris must be in a box or bag. The contractor will not be required to pick-up loose debris. No steel or iron posts or rods that may damage garbage packers. Contractors are not expected to dismantle items placed out for collection. Items specified as items to be separated for recycling are not to be commingled with refuse for the purpose of being discarded.

    Items containing Freon gas will not be picked up unless the gas or other cooling material has been properly removed in accordance with applicable laws and proof is provided to the collector.

Recycling

     Brighton Township began recycling in 1992.  At that time, each household was furnished, without charge, one recycling barrel purchased by the Township with grant monies.  Subsequently, each new dwelling is furnished with one barrel.  This barrel remains the property of Brighton Township and must remain at the residence if you move.  Your recycling container is to be used for recycling only.  Additional barrels or replacement barrels may be purchased from the Township for a fee of $10.00.

    Permit Required for Use of Yard
    Waste Composting Site

    Ordinance No. 116 requiring a permit for use of the Yard Waste
    Composting Site has been adopted and a permit for use of the site is required. Residential permits are issued at the Municipal Building for an annual fee of $10.00.  Permits are required for depositing yard materials at the site only.  A permit is not required to pick up processed mulch or compost.
    Commercial operators are subject to a separate fee schedule and may not use a
    homeowner's permit for disposal at the site.  For more information inquire at the

    Nonresidential Recycling Requirements

    In compliance with Pennsylvania Act 101 recycling and refuse collection in Brighton Township is mandatory for both residential and nonresidential properties. The designated materials to be recycled by places of business or other nonresidential establishment are:

    1. High grade office paper;
    2. Aluminum food and beverage containers;
    3. Corrugated paper (cardboard); and
    4. Leaf waste.

     

    Businesses are also encouraged to recycle clear, brown and green glass food and beverage containers; Steel and bimetal food and beverage containers; Newspaper and magazines; and PET (1) and HDPE (2) plastics.
               
    Please advise the Township of your contracted hauler for these recycled items so we may obtain annual reports of their refuse and recycling success.  Their reported weights are to be compiled annually by the Township as part of our obligation to file reports with both the County and State.  In addition, the Township can report these weights on annual recycling performance grant applications.

      Yard Waste Composting Site Rules &
      Regulations

    1. Acceptable yard waste includes only leaves, grass, hedge clippings, brush or tree
    trimmings to a maximum length of five (5) feet and a maximum diameter of six (6) inches,
    and Christmas trees.

    2. All yard waste shall be deposit on the site in the designated space.

    3. The following items are specifically prohibited from being deposited at the Yard Waste
    Composting Site:

    a) Tree stumps
    b) Construction materials of any nature and including lumber
    c) Stones, brick, asphalt or concrete
    d) Cans or any form of metal
    e) Plastic bags
    f) Paper waste
    g) Dog, cat or other animal waste
    h) Garden produce such as tomatoes, apples, pumpkins, etc.
    i) Burning barrel waste
    j) Garbage or litter of any kind

    4. Hours of operation:
    a) Monday through Saturday - 7:30 a.m. to Sunset
    b) Sunday - 12:00 Noon to Sunset
    c) Sunday - December thru March - Closed
    d) Brighton Township reserves the right to close access to the compost site at any
    time for the purpose of operating the equipment upon the site, as well as
    for the inspection and maintenance of the equipment and the site.

    5. Use of the site shall be by permit only, which permit shall be displayed in the
    motor vehicle conveying yard waste to the compost site.

    6. The following circumstances shall constitute a violation of these Rules & Regulations:

    a) The deposit of any material, other than acceptable yard waste, at the compost site.
    b) The deposit of any material at the compost site by any person not holding a valid
        permit, or in violation of the provisions of the permit issued to such person.
    c) The deposit of any material at the compost site at any time other than the designated
         hours of operation.

    7. Violation of any of these rules and regulations, upon conviction thereof in a summary
    proceeding, is subject to a fine of not less than $100.00 and not more than $1,000.00
    and costs and, in default of the paymen6t of such fine and costs, to undergo imprisonment
    for not more than 30 days.

    Any violation of these rules is subject to the penalty imposed by Township ordinance for
    illegally dumping on public property.

    Days and hours of operation for the drop off site are:
    Monday through Saturday – 7:30 a.m. to sunset
    Sunday – 12:00 noon to sunset
    (NOTE: Closed on Sunday December through March.)

Beaver County Recycling Center

Did you know that the Beaver County Department of Waste Management operates a recycling center in Brighton Township? It is located in Brady’s Run Park and provides collection of items not included within the Township’s curbside recycling program such as old phone books and corrugated cardboard. Other items that are often difficult to find a location for proper disposal include the following:

Need to Get Rid of E-Scrap (i.e. TV or Computer)?

Refuse landfills are rejecting items referred to as E-Scrap, such as televisions, computers and computer monitors and related items.  Electronic equipment often contains toxic materials such as lead, mercury, and cadmium.  When not properly managed there is a risk of groundwater and drinking water contamination, air pollution and more.  Fortunately, these items can be disposed of at the Beaver County Recycling Center located in Brady’s Run Park for a fee.  The cost for typical items, based upon estimated weight, is as follows:
