        The Brighton Township Municipal Authority (BTMA) is comprised of five
        (5) members appointed by the Board of Supervisors to serve five (5) year
        terms.  "Meetings are held the third Monday of the month at 8:00 P.M. in
        the Municipal Building..  Please call the Authority Office at
        (724) 774-4800 to confirm meeting dates and times as they are subject to
        change.

        Office hours at the Municipal Building, 1300 Brighton Road, are Monday
        through Friday, 8:00 a.m. to 4:30 p.m.  The maintenance crew works
        Monday through Friday, 8:00 a.m. to 4:30 p.m. and may be reached by
        phone at (724) 495-3409.  Please note that employees are not always
        available in the garage to answer calls.  Messages may be left with the
        administrative staff at the Municipal Building.  Emergency calls after hours
        or on weekends and holidays should be made to the non-emergency police
        number (724) 774-1789.  Calls will be forwarded to the proper contact.
        When calling to report an emergency please provide the following
        information:.

    • Name of person calling;
    • Phone number where you can be reached;
    • Address of emergency; and
    • Nature of emergency (dirty water, no water, etc.).

    The BTMA was created by Township Ordinance and organized under the Municipal Authorities Act of 1945 to provide public water service to Brighton Township.  The BTMA began water supply operations to a portion of Brighton Township on December 1, 1952.  At that time the population of the Township was approximately 3,100 and only 191 customers were served by the water system.  The existing system now serves approximately 2,295 connections and provides service to seventy-three percent (73%) of the Township's population of approximately 8,000 residents.

          PM in the Municipal Building.  Please call the Authority Office

          change.

          Office hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. in the
          Municipal Building, 1300 Brighton Road.  The maintenance crew works
          Monday through Friday, 7:00 a.m. to 3:30 p.m. and may be reached by

    The BTSA was created by Township Ordinance in 1975 to provide public sewer service to Brighton Township.  Construction of the sewer system was started in September of 1977 and by June of 1980 was almost totally utilized.  In 1983 the two (2) community sewage systems known as Brighton Township Sanitary District No. 1 (Dawson Ridge) and Brighton Township Sanitary District No. 2 (Little Beaver) officially became part of the BTSA system.  Although most of the township population is served by the BTSA, there are areas of the Township where public sewage is not available.  Please contact the Municipal Building about procedures for obtaining a permit for a private on-lot sewage system.

    BTSA does not operate a treatment facility.  All flows are treated at the Vanport Township Municipal Authority or Beaver Borough Municipal Authority treatment plants.  The Authority operates eight (8) major pumping stations to serve portions of the Township that are unable to flow by gravity.  BTSA owns and maintains nearly 64.5 miles of sewer lines and over 1,420 manholes.


    Billing Procedures for
    Water & Sewer Service


    The Brighton Township Municipal Authority (BTMA) and Brighton Township Sewage Authority (BTSA) bill jointly for water and sewer service.  Bills are sent monthly to each account.  The monthly charge for the typical residential account is $23.90 for water and $23.80 for sewer.  The Township is divided into three billing districts, and each month one district has a water meter reading.  Therefore, each meter is read once every quarter (each three months) or four times per year.  Any use over 12,000 gallons is classified as excess usage and is billed at a rate of $4.95 per 1,000 gallons of excess water and $5.95 per 1,000 gallons of excess sewage.

                The bill shows a gross amount and a net amount.  The net amount is the amount billed and due on the date shown on the left-hand portion of the bill.  The gross amount is the amount due if payment is made after the due date, and includes a 10% penalty for late payment.  Payment can be made with a single check made payable to “BTMA” at the Municipal Building office, 1300 Brighton Road, between 8:00 a.m. to 4:30 p.m., Monday through Friday, through the payment drop after hours and on weekends or holidays, by mail or at the Tuscarawas Road, Brighton Township branch of Sky Bank.  Please enclose the payment stub with your payment.

    On the month your meter is read the bill will show a Previous Reading, Present Reading, Consumption in Thousands, Code and Amount.  Any questions can be handled by calling (724) 774-4800 during regular business hours.


    Sewer Meters Available
    BTSA, in cooperation with the Brighton Township Municipal Authority (BTMA), will permit users to have a separate meter installed to measure the flow of water that does not enter the sanitary sewer system. This meter typically reads water used outside for watering lawns or gardens, washing vehicles or filling swimming pools. This sewer deduct meter is read at the same time as your water meter at the end of each quarter. The reading on the sewer meter is deducted from the excess use based on the water meter reading. The minimum amount billed during each quarter remains at twelve thousand gallons. Absent a sewer meter, no credit will be given for outside water use, such as filling your swimming pool.

    The cost of the additional meter is one hundred dollars ($100.00). This one-time charge includes the meter and installation. Payment in advance to BTMA is required. All inside plumbing revisions will be at the expense of the owner and are subject to inspection prior to meter installation. Applications for sewer meter installation are available in the Municipal Building.

    Effective in 2007 payments for your water and sewage billings through the Brighton Township Municipal Authority (BTMA) and Brighton Township Sewage Authority (BTSA) may be automatically drawn from your checking account. 

    What are the benefits?

    • It is quick – just mail the enrollment form.
    • It is convenient – payment will be automatically deducted on the 20th of the month.
    • It is safe – electronic debit is completely secure.
    • It saves time – no more writing or mailing checks.
    • It saves money – in checks, postage and gas.

    How does this work?

    After application and approval you will continue to receive a monthly bill card by mail.  The bill will be imprinted with the statement “Do Not Pay.”  Please review the bill immediately and notify BTMA/BTSA if you have any questions or disputes regarding the bill.  On the 20th of the month, the bill amounts will be automatically drawn from the bank account you have specified.  If the 20th is a Saturday, Sunday or holiday, the withdrawal will be made on the next business day.  The statement you receive from your bank or other financial institution will indicate the date and amount withdrawn from your account. 

    • If your bank account number changes BTMA/BTSA must be notified immediately and a revised enrollment form completed.
    • If you wish to terminate the automatic bill payment option, you must notify BTMA/BTSA in writing sixty (60) days in advance.  Future reinstatement will be subject to re-enrollment.
    • If the transaction is refused by your financial institution for any reason such as insufficient funds, closed or unauthorized account, you will be immediately terminated from the program.  In addition, a fee of $20 will be charged to your BTMA/BTSA account.
    • If you relocate or your BMTA/BTSA account is closed, your final bill cannot be processed automatically; you must make payment by mail or in person.
    • An acknowledgement of acceptance of your enrollment will be sent to you prior to the first withdrawal from your account.  Please continue to mail your payments until you are advised that the automatic payment withdrawal process is in place.
    • To authorize the automatic bill payment option, please complete the enrollment form.
